CONTEMPORARY CHANNELS OF TERRORIST FINANCING AND INTERNATIONAL EXPERIENCE IN COUNTERING THEM

Abstract

The growing complexity of terrorist financing methods under the influence of digital technologies has heightened the relevance of the effectiveness of systems for combating this crime. The article identifies priority areas for Uzbekistan on the basis of an analysis of contemporary channels of terrorist financing and the international measures adopted to counter them. The study is based on a comparative analysis of the 2025-2026 reports of the Financial Action Task Force (FATF), United Nations (UN) bodies and the Eurasian Group (EAG), as well as materials of foreign analytical centres. The findings show that, while traditional channels (cash, hawala, non-profit organisations) persist, they are increasingly converging with virtual assets and, in particular, social networks, and that the principal weakness of the international system lies not in legislation but in the effectiveness of investigative and judicial practice.
